Seven sports supported by sportscotland

Wednesday 22 September 2004

Following a major overhaul of its Lottery funded programmes designed to support Scotland’s elite athletes, sportscotland today announced funding to seven sports under a new system of ‘Athlete Support’ totalling £127,893.

“We are delighted to have received Lottery funding from sportscotland’s Athlete Support programme to enable us to train and compete at the top level.

The ‘Athlete Support’ programme will merge and replace the former Talented Athlete and National Junior Groups programmes to provide a seamless integrated pathway for the development of emerging talent, who have demonstrated the potential to win medals in recognised major international competitions.

The most radical change is that the programme cost element of the award will largely be made directly to the governing body of sport rather than the individual athlete. These costs will deliver training and preparation programmes for a group of named athletes. All athletes who receive Athlete Support will also be covered by the new sportscotland medical scheme.

The aim is to give more flexibility and empower the governing bodies, enabling greater focus on the delivery of the sport’s high performance plan, whilst reducing administration and overlap in funding and services between sportscotland the Scottish Institute of Sport and the governing bodies. It will also reduce the administrative burden on individual athletes.

The new programme will also bring funding levels and systems in line across the Home Countries and ensures a smooth transition into UK Sport’s World Class Performance Plans for the most talented athletes.

One of today’s recipients is the Scottish Women’s Bowling Association (SWBA) who have received a welcome boost following the announcement of £25,000 from the new sportscotland Athlete Support programme (see notes to editors).

The ladies have just returned from the World Championships in Leamington Spa, one of the most important events in the bowling clendar this season. In the singles Margaret Letham won a bronze medal and in the fours Susan Murray, newly crowned national singles champion Cecilia Smith, Joyce Dickey and skip Joyce Lindores also came away with a bronze medal.

Looking forward, both the newly appointed Team Coach current internationalist, Joyce Miller and Team Manager Sarah Gourlay are now focused on preparations for the Commonwealth Games 2006.

The award will support the team and will enable the squad to train on indoor and outdoor greens in Scotland as well as travelling to competitions including Australia in 2005 for pre Commonwealth matches.

Sarah Gourlay, Team Manager, Scottish Women’s Bowling Association, said: “We are delighted to have received Lottery funding from sportscotland’s Athlete Support programme to enable us to train and compete at the top level. We are looking forward to competing in the Commonwealth Games in Melbourne and we are hoping to bring back the medals for Scotland.”

Alastair Dempster, Chairman of sportscotland, said: “We are delighted to see athletes across a variety of sports benefiting from the new Athlete Support programme.

“Competing in world class events such as the Olympic and Commonwealth Games is something every athlete aspires to achieve and we are committed to supporting those athletes who have demonstrated the potential to perform at this level. The new ‘athlete centred’ support programme provides a seamless, integrated pathway for the development of emerging talent. The system will take a sport specific approach to funding, focused on prioritised sports that will support the athlete, coaches and other key personnel involved in the development of world class preparation and performance.”

A full list of the athletes identified by governing bodies follows:

  • Athlete Support is a new Lottery programme which merges and replaces the former Junior Groups and Talented Athlete programmes and provides a seamless, integrated pathway for the development of emerging talent.
  • This new programme supports the training and preparation programmes for elite athletes who have demonstrated the potential to win medals or equivalent, in significant international competitions and events such as the Olympics and Paralympics, now, and in the next four years.
  • There are three elements within Athlete Support.
    • Centralised Programme Cost (programme costs are awarded to governing bodies and managed by a performance coach/manager on the athlete’s behalf.)
    • Individual Programme Costs (programme costs are awarded and managed by the athlete.)
    • Athletes competing at the highest level may also be eligible for Individual Living Costs to cover the loss of earnings and/or lifestyle costs which are based on financial need.)
  • All athletes who receive Athlete Support will also be supported by the new sportscotland medical scheme.
  • One of the major benefits of this new system is that it will work towards creating an equal approach to the levels of financial support across the Home Countries. There will be an agreed framework to ensure a smooth transition from Home Country to UK plans for the athletes.
  • The Talented Athlete and Junior Groups Programmes have been in existence since 1997 and 1998 respectively, distributing around £10m of Lottery funds to approx 20,000 athletes.
