As a result of the disability, gender and race equality duties, sportscotland is required to conduct equity impact assessments (EQIA) on all our policies and functions.


The aim of the EQIA process is to ensure that sportscotland’s existing or proposed policies and activities do not disadvantage people because of their disability, gender, race or ethnicity. sportscotland is not yet required by law to conduct EQIAs which consider the impact of religion or belief, sexual orientation or age on our policy development process: however, because we are committed to ensuring equity is mainstreamed throughout our work, our EQIA process does incorporate these three strands.

Sport England and sportscotland undertook a joint survey of synthetic turf pitch facilities in 2005/2006. The main objective of the research was to help inform the Facility Planning Model (FPM) which is used to assist decisions relating to the strategic provision of sports facilities. However the findings raise a number of issues which will also be of interest to a wider audience including local authorities, facility providers, governing bodies and other sport-related bodies.

In 2003/04 additional funding from the Scottish Executive allowed sportscotland to commission a boosted sample in its continuous sports participation survey large enough to identify for the first time patterns of adult participation at local authority level. This report by Professor Fred Coalter of Stirling University and Steve Dowers of Edinburgh University explores the differences in levels of participation across local authority populations. It relates these variations to a range of socio-demographic profiles of the populations and also examines different levels of participation by women.

Concerns about the loss of playing fields to built development resulted in the Scottish Office introducing new planning controls in 1997. This followed the publication of National Planning Policy Guideline 11 (NPPG 11) Sport, Physical Recreation and Open Space which highlighted this issue and made sportscotland a statutory consultee on all planning applications for development affecting playing fields. Despite these guidelines, development pressures on playing fields have not abated. This paper reviews our experience as a consultee and sets out a policy which sportscotland has adopted for the protection and improvement of playing fields.

This manual was commissioned to assist those setting up and running sports-based projects in the community, particularly in areas of deprivation such as the Social Inclusion Partnership areas in Scotland. It advises on: setting aims and objectives; lessons learned from good practice; and monitoring and evaluating projects to determine their impact on sporting and community outcomes.
It is intended to be a practical manual that supports the principle of evidence-based policy - ‘what works and why?’ It should allow those running sports-based projects to demonstrate their impact.

sportscotland has from time to time commissioned questions from the general public on their attitudes to the importance of excellence in Scottish sport. The questions were included in the regular household Scottish Omnibus Survey by System Three and were asked of adults aged 16 and over. The samples were reasonably representative cross-sections of the adult Scottish population.
