Scotland must be able to use a full range of accessible local
sports facilities of an appropriate standard at affordable prices. The recent introduction of Lottery funding
has created welcome opportunities for sports clubs, local authorities, educational institutions and other
agencies to fill some of the many gaps in local provision. At the same time, however, the thought of new
facilities has perhaps diverted attention from the need to make the best possible use of those which
already exist. The greatest potential to make positive changes to the use of existing facilities probably
exists in secondary schools
