Anti-doping in sport

Doping is cheating: it fundamentally harms the essence of sport – enjoyment and fair competition. UK Sport is the UK’s National Anti-Doping Agency, and has overall jurisdiction for anti-doping matters in sport. sportscotland condems doping in sport, and wholly supports UK Sport’s work to identify and tackle the problems related to drugs in sport.

It is crucial to the enjoyment of sport that all individuals participating in Scottish sport also condemn doping in sport to ensure it is eliminated from the sporting environment. sportscotland wants to promote the best athletes: athletes who have worked hard and who have got to the top without taking drugs to cheat. sportscotland supports WADA and its work towards combating doping in sport, including the WADA Code.

The World Anti-Doping Agency Code

A major breakthrough in the fight against doping in sport came in March 2003 with the agreement of the WADA Code (the Code). The Code harmonised regulations regarding anti-doping across all sports and countries of the world, providing a framework for anti-doping policies, rules and regulations within sport organisations and among public authorities.

Each country and each international sports federation is required to sign up to and implement the Code. National governing bodies of sport then need to ensure they are compliant with the relevant international sports federation and their national anti-doping organisation.

UK National Anti-Doping policy and NGB Anti-Doping agreement

The first UK National Anti-Doping policy and model rules were published by UK Sport in May 2005 after an extensive period of consultation with the home country sports councils and national governing bodies of sport. The UK National Anti-Doping Policy and model rules can be obtained from the UK Sport drug free sport website.

All governing bodies in receipt of sportscotland investment are now required to sign up to the NGB Anti-Doping Agreement, which sets out how they will comply with the World Anti-Doping Code, including adhering to the UK Anti-Doping Policy and having in place a set of anti doping rules which are WADA Code compliant. Drug information database

UK Sport provides a comprehensive online drug information database which can be accessed to find out information about drugs in the UK and to find out whether they are on the WADA Prohibited List. All athletes should ensure that any substances or medication they take do not contain any substances that are on the prohibited list. Athletes must remember that they are responsible for any substances found in their system – no matter how they got there. This is known as the principle of “strict liability”.

The UK testing programme

UK Sport is responsible for the implementation of an effective testing programme and for encouraging the development of comprehensive education programmes. UK Sport liaises closely with sportscotland and the other home country sports councils, as well as governing bodies of sport to achieve a comprehensive anti-doping programme in the UK.

100% Me: The UK Sport anti-doping education programme

100%ME is an athlete-centred campaign designed to increase understanding and promote the benefits of drug-free sport to the whole sporting community, from Premier League footballers and Olympic and Paralympic champions, to young people at the start of their careers. This will be achieved through providing timely, relevant and up-to-date information on anti-doping, and focusing attention on the attitudes and values required for a sportsman or sportswoman to believe they have the ability to compete, and win, drug-free.

Through the 100%ME programme, UK Sport aims to:

  • Have British sportsmen and women taking the lead in the fight for drug-free sport by pledging their commitment to 100%ME
  • Significantly increase the level of direct interaction with sportsmen and women on anti-doping issues
  • Build a network of accredited tutors and advisors who can provide accurate, up-to-date and relevant anti-doping advice and information to current and future sporting stars.
